Licencing process

Becoming a licensed gun owner in Ontario/Canada is a somewhat lengthy, but relatively straightforward procedure. Unfortunately, the process can often be confusing for those new to the shooting sports.

Step 1 – CFSC and or CRFSC Safety Course

The first step on the road to legal firearm ownership is the Canadian Firearms Safety Course (CFSC) “Non Restricted”, deals with long guns ( shotguns, rifles etc >

The Canadian Firearms Safety Course (CFSC) , Non Restricted, was developed in partnership with the provinces and territories, national organizations with an ongoing interest in firearms safety, and many firearms and hunter education course instructors from across Canada.

If you also want the “Restricted” designation (for handgun and restricted rifle ownership), you will also need to learn the material in the Canadian Restricted Firearms Safety Course (CRFSC).

We offer a combined course on one weekend, both the CFSC and CRFSC. If you choose to take both, there is a discounted rate. The cost for both courses if taken together is $429.40 includes tax and all exams. The cost for the CFSC or CRFSC stand alone is $237.30 includes tax and all exams. We do accept CFSC only or CRFSC only if there is a spot available, email gunner@internationaldefenseforce.com to inquire about availability.

Our courses are offered in an adult learning environment, Professional Venue as well as Professional Instructor Team.

Courses Offered Firearms Safety Courses both the CFSC ( PAL) and the CRFSC ( RPAL), Combined Course Topics covered in the safety course include:
  • the evolution of firearms, major parts, types and actions;
  • basic firearms safety practices;
  • Ammunition; load and unload
  • operating firearm actions;
  • safe handling and carry procedures;
  • firing techniques and procedures;
  • care of firearms;
  • responsibilities of the firearms owner/user; and
  • safe storage, display, transportation and handling of firearms.

You must successfully complete the CFSC ( Non restricted) in order to continue to take the CRFSC ( Restricted).

Step 2 – CFSC and/or CRFSC Exams

The Canadian Firearms Safety Course Exam ( CFSC ) or ( CRFSC) covers the material taught in the safety course. It has two components: a written multiple choice section and a practical firearms-handling portion. There is no live-fire testing.

The written part of the exam has 50 multiple choice/true and false questions. Applicants must answer at least 80% correctly in order to successfully complete this portion of the exam.

The practical portion of the CFSC or CRFSC exam requires that applicants handle at least three types of firearms (e.g. pump action, lever action and bolt action) under various different conditions. Points are deducted when an applicant points a gun outside the designated safe area, exercises poor trigger finger discipline, or attempts to load the incorrect ammunition. Like the written portion of the exam, the minimum passing mark is 80%.
 

Step 3 – The application

For individuals applying for their first firearms licence, an RCMP PAL ( Possession and Acquisition License) application has to be filled out and submitted. We provide these PAL applications during the course along with instructions on how to fill them out.

Processing a firearms/gun licence application involves a variety of background checks. In some cases, in-depth investigations are conducted. The RCMP requires a minimum of 45 days to process a firearms licence application, although it could be longer.
 

Who can take the Firearms Safety Courses ( Gun Courses)

 

For Canadian residents 18 and older



The Possession and Acquisition Licence (PAL) is the only licence currently available to new applicants. It is renewable every five years. As a general rule, applicants must have passed the Canadian Firearms Safety Course ( CFSC ) and or Canadian Restricted Firearms Safety Course ( CRFSC) .
 

For non-residents aged 18 and older

 

A Non-resident firearms declaration that has been confirmed by a customs officer is deemed to be a temporary licence for up to 60 days. Non-residents who have passed the Canadian Firearms Safety Course can apply for a five-year PAL.
 

For individuals aged 12 to 17

 

A Minors' Licence will enable young people to borrow a non-restricted rifle or shotgun for approved purposes such as hunting or target shooting. Generally, the minimum age is 12 years, but exceptions may be made for younger people who need to hunt to sustain themselves and their families. Applicants must have taken the Canadian Firearms Safety Course ( CFSC) and passed the test.

Once a person turns 18, they are no longer eligible for a minor's licence. Instead, they must apply for a Possession and Acquisition Licence (PAL) and pay the applicable fee.

Comprehensive needs analysis is the first thing International Defense Force Inc. will recommend be done to establish the level of training in an organization. Once this is done then a training plan is done to identify the design and scope of the training and learning objectives required to meet the identified standards of the organization. This will identify the time required to obtain the desired goals.

Courses are taught by experienced instructors with 20 years – 30 years experience. All courses have an evaluation component and are taught to Canadian Government Standards. International best practices are also incorporated in our comprehensive and intense 1 week plus courses delivered by lead Instructors from our Tactical training Cadre. Gunner Couce, President and CEO


Gunner accepted the position of International Defense Force Inc. President in 2004 following a distinguished career in law enforcement. He served 20 years with the Halton Regional Police Service, achieving the rank of Sergeant. For ten years, he specialized with the Halton Police Service's Tactical and Rescue Unit, where he trained and led a tactical team assigned to dynamic entries, hostage rescues, witness protection, building searches, high-risk arrests, vehicle takedowns, and close protection details.

Gunner is a certified Use of Force instructor, Firearms Instructor and Tactical Team Instructor. He spent eight years as a Use of Force instructor for his police service in Canada, and has lectured on various topics at the Ontario Police College and Atlantic Police Academy. He was also part of the Ministry of the Solicitor General's policing standards taskforce.

Upon leaving policing, Gunner was certified by the Canadian Nuclear Safety Commission to certify nuclear response teams for nuclear plants in Canada. As a recognized security expert, he has undertaken consulting assignments with the Alberta Emergency Management Department, the Nigerian Security and Civil Defense Corps (oil infrastructure protection), the New Brunswick Power Corporation, Lepreau Nuclear Generating Station, and the Critical National Infrastructure Authority of the UAE. He has also consulted for the oil industry in southern Iraq, performing due diligence investigations, as well as onsite threat and risk assessments.

Gunner has a Bachelor of Science in Psychology from the University of Toronto and a Diploma in Advanced Police Studies from the University of Western Ontario. He also has a Certificate in Advanced CPTED for Terrorism from the University of Louisville, Kentucky. He has received numerous awards, including Chief's Commendations. In 1993 he was awarded the Federal Medal of Bravery for his actions with two other members of his tactical team in their attempt to save a victim who had been shot. In 2004 he received the Police Exemplary Service Medal for 20 years of dedicated service.
